The U.S. Department of Agriculture (USDA) has announced $8 billion in one-time financial assistance for agricultural producers through the new Harvest Fuel Relief (HFR) program. This program, announced on October 19, 2026, is designed to help farmers offset increased input costs and temporary market disruptions affecting the 2026 crop year.

Additional program details will become available in the coming weeks, but in the meantime, agricultural producers should take the time to understand how payments will be calculated, who may qualify, and what steps they can take now to prepare.

How will payments be calculated?

The HFR program will provide payments based on a uniform formula intended to cover a portion of estimated losses during the 2026 crop year. Calculations will consider:

  • Reported planted acres: Acreage information submitted to USDA’s Farm Service Agency (FSA).
  • Production costs: Estimates developed by USDA’s Economic Research Service (ERS).
  • Commodity yields and prices: Data from USDA’s World Agricultural Supply and Demand Estimates (WASDE).

Payments will be based on modeled national losses rather than individual producers’ actual expenses. The program will be administered by FSA and funded under the Commodity Credit Corporation (CCC) Charter Act.

Who is eligible?

This program will be similar to the Farmer Bridge Assistance (FBA) program that paid $12 billion to more than half a million farmers earlier this year. The HFR program is expected to provide assistance to producers of eligible agricultural commodities, including Title I crops such as corn, soybeans, wheat, and barley. USDA plans to release commodity-specific payment rates in November 2026, with eligibility and payment details for other commodities to follow. Specialty crop growers and other non-Title I producers are encouraged to submit information about increased fuel costs to [email protected] for USDA’s consideration.

Crop insurance coverage will not be required to participate, although USDA continues to encourage producers to consider available risk management tools.

How can farmers prepare?

While USDA has not yet announced an application period, eligible producers are encouraged to create a Login.gov account in advance. Pre-filled applications will be available online for producers with a Login.gov account that is linked to USDA records.

Producers should also confirm that their 2026 acreage reports are filed and accurate with their local Farm Service Agency (FSA) office, as payments will be based in part on reported planted acres. Additionally, they should ensure their FSA eligibility paperwork, entity and member information, and adjusted gross income (AGI) certifications are current, as payment limits and income restrictions may apply similar to previous USDA programs.

Planning for the financial impact

Although the Harvest Fuel Relief program may provide additional financial support, producers should avoid relying on anticipated payments until amounts and timelines are confirmed. Any assistance received may also affect taxable income, estimated tax payments, and year-end financial planning.
