Sam brings nearly 25 years of managerial and financial leadership in government and nonprofit operations and a long-tenured passion for municipal operation, governance, and growth. He has served as Treasurer, Finance Director, Administrator, Assistant Manager, and Interim Manager at the Township, Borough, and County levels of government, with significant experience in long-range/multi-year budgeting and forecasting, collective bargaining negotiations, systems evaluation and implementation, and collaborative development and employment of municipal best practices. Sam’s Certified Government Finance Manager (CGFM) certification demonstrates his proficiency in governmental accounting, auditing, financial reporting, internal controls, and budgeting at the Federal, State, and local levels.

Throughout his career, Sam has focused on expanding transparency and accessibility of financial reporting and analysis across his roles to enhance public trust, improve municipal credit ratings, and visually inform citizens and elected leaders.

Sharing a wealth of experience, Sam always relishes the opportunity to learn from others in industry as part of educating peers on the nuances and intricacies of the public accounting world. Sam is an adjunct lecturer with the Pennsylvania Municipal League’s (PML) Learning League Academy and has taught for the Pennsylvania Department of Community and Economic Development (DCED) and Carroll Community College for well over a decade in various small business, nonprofit, and municipal development courses.
