The Maryland Office of the Comptroller is launching a major modernization of its tax administration system this summer, expanding the Maryland Tax Connect portal to individual taxpayers beginning September 1, 2026.
This upgrade is Maryland's first comprehensive tax system infrastructure upgrade in more than 30 years. While this upgrade will be significant, taxpayers and businesses should be aware of several important transition dates and temporary service interruptions that will be occurring between July and September.
What’s changing?
Beginning September 1, 2026, individual taxpayers will gain access to Maryland Tax Connect, the Comptroller's secure online portal that is already in use by Maryland businesses. Through this expanded platform, individuals will be able to:
- File Maryland income tax returns online
- Make estimated tax payments
- Establish payment plans
- View real-time account balances
- Access filing and notice history
- Communicate electronically with the Comptroller's Office
Important transition dates
The transition to a new, cloud-based system will create temporary disruptions to many services. Over the coming months, please take note of these important dates related to this system transition:
| July 24, 2026 | Last day for in-person paper check payments at Comptroller branch offices for personal income, pass-through entity, and fiduciary taxes. Branch offices will continue accepting electronic payments and money orders. Paper check acceptance for these tax types resumes September 1. |
| July 29, 2026 | Last day for individuals to electronically file returns or make payments through the current Maryland online system. Individual online filing and payment services will resume September 1 through Maryland Tax Connect. |
| August 20, 2026 | Last day for businesses to electronically file returns and make payments through Maryland Tax Connect before the migration begins. |
| August 21–31, 2026 | The Comptroller's Office will conduct the final system migration, and most tax systems will be unavailable during this period. Although e-check and credit card payments may still be submitted during the outage window, payments will not be posted to taxpayer accounts until after September 1. |
| September 1, 2026: New portal goes live | Maryland Tax Connect for Individual Taxpayers will officially launch, and all filing, payment, and account management services will resume through the new platform. |
Relief for taxpayers during the outage
The Comptroller's Office has announced that no penalties will be assessed for any Maryland tax filing or payment deadline that falls within the August 21–31, 2026 system outage period.
This relief is intended to ensure taxpayers are not adversely affected by the temporary unavailability of Maryland's tax systems during the final migration process. Taxpayers with obligations due during this period should still plan to comply as soon as possible, but they should be aware that penalty relief will apply to deadlines occurring within the outage window.
